Form 8946 for Indian Applicants Without SSN: PTIN Documents, Notary Rules and Rejection Checklist

Form 8946 is the IRS supplemental PTIN form for foreign persons who do not have, and are not eligible to get, a U.S. Social Security Number. If you are an Indian Enrolled Agent student applying for a PTIN without SSN, this is the form that proves your foreign status and identity.

Match names exactly

How to fill Form 8946 for an Indian PTIN application

Line 1: Name

Lines 2a and 2b: Non-U.S. physical address

Use your complete Indian physical address. Form 8946 says only preparers with a foreign non-U.S. address may file this form, and a P.O. box cannot be used as the physical address.

Line 3: Birth information

Enter your date and place of birth exactly as supported by your documents. If your birth name differs from your current legal name, complete the required birth-name field.

Line 5: Country of citizenship

Enter India or the relevant country of citizenship. If you have dual citizenship, complete the form consistently with IRS instructions.

Line 6: Documents submitted

Tick the document types you are providing and enter document numbers, issuing country or authority and expiry dates where required. Do not leave document details incomplete.

Signature and date

Sign and date the form. Keep a copy of the full application package for your records before uploading or mailing it.
