Form 23 Guide 2026: EA Application, Fee & IRS Approval
Form 23 is the IRS Application for Enrollment to Practice Before the IRS β the final step that turns your exam pass into an EA credential. File it at Pay.gov (or by mail) within one year of passing your third SEE part, pay the $140 non-refundable fee, and clear an IRS suitability check. Processing typically takes about 60 days. You can't represent taxpayers until enrolment is granted.
What Form 23 Is & Who Files It
Form 23 is the official IRS application that grants you Enrolled Agent status and your enrolment number. Passing the SEE makes you eligible; Form 23 is what actually enrols you. There are two routes to filing it:

The current Form 23 (Rev. 11-2022) predates the vendor change and still points to Prometric for exam registration. From 2026, the SEE is delivered by PSI β register at the PSI website, not Prometric. Everything else on the form is current. See our EA exam dates guide for the PSI windows.
Before You File
The form lists three prerequisites at the top β plus the fee, that's four things to have ready before you open Pay.gov:
- Passed all three parts of the Special Enrollment Examination
- A valid PTIN (get one via our PTIN guide)
- Read Circular 230 (the rules you're agreeing to practise under)
- The $140 fee ready to pay
Line-by-Line Walkthrough
Form 23 is short β two parts over two pages, and the IRS estimates it takes about 15 minutes to complete. Here's what each line actually asks, in the order it appears on the current form.
Top of form β former IRS employees only: a checkbox and separation date. SEE candidates skip it.
Part 1 β Tell us about yourself

Part 2 β Sign here
Sign and date under penalties of perjury. An unsigned form is returned, and an intentionally false statement or omission is a violation of Circular 230 Β§10.51(a)(4) and 18 U.S.C. Β§1001.
The IRS runs a background and tax-compliance check on every applicant, so a "No" you can't support is far worse than a "Yes" with a clear explanation. A false statement on Form 23 can be grounds for suspension or disbarment β never round the truth.
The $140 Fee & How to Pay
The application fee is $140 and non-refundable β you pay it whether or not enrolment is granted, so make sure you're eligible and your form is complete first. Two ways to pay:
- Online (recommended): pay by card when you file at Pay.gov β faster, with an instant confirmation.
- By mail: enclose a check or money order for $140 payable to the United States Treasury.

Where to Submit
Filing online at Pay.gov is faster and gives you a trackable confirmation. If you mail it instead, send the completed form and payment to the address printed on the current form:

Processing & What Happens Next
The IRS generally takes about 60 days to process an exam-route application (the IRS FAQ notes 90β120 days for former IRS employees). During this time it runs a suitability check covering your background and your personal and business tax compliance.
- Wait at least 60 days before chasing status, then contact the Office of Enrolment β by phone on 1-855-472-5540 (7 a.m.β5 p.m. Central), or by email at epp@irs.gov with your full name and address.
- International callers: the toll-free number can't be dialled from outside the US, so email epp@irs.gov instead β include your full name, address and PTIN.
- You're not authorised to practise as an EA until enrolment is granted β don't represent clients while it's pending.
- On approval you receive an enrolment letter, a wallet card, and your enrolment number, and you're listed in the IRS Directory of Federal Tax Return Preparers.

Indian & International Candidates
You can complete the entire process from outside the US β no visit required. The specifics that matter:
- No SSN? If you live and work outside the US without an SSN or ITIN, tick the box on line 1 and leave the SSN blank β this is built into the form.
- PTIN is mandatory before you file. If you have no SSN, you'll typically need an ITIN for the PTIN step β start it early, it's the slowest part.
- Payment: Pay.gov accepts international cards, so you can pay the $140 from India directly.
- Address: enter your full overseas address β your enrolment card is posted there.
- Status queries: the IRS status helpline is toll-free and won't connect from India β email epp@irs.gov with your name, address and PTIN instead.

How much is the Form 23 fee?
$140, and it's non-refundable. The fee rose from $67 to $140 in late 2022, so any guide still quoting $67 is out of date. You can pay by card at Pay.gov or by check/money order payable to the United States Treasury.
How long after passing the exam can I file?
Right away β and you should. You must apply for enrolment within one year of passing your third SEE part, or your results expire. There's no benefit to waiting.
Can I practise as an EA while Form 23 is processing?
No. You can't represent taxpayers before the IRS until enrolment is officially granted, which typically takes about 60 days.
I'm in India with no SSN β can I still file?
Yes. If you live and work outside the US without an SSN or ITIN, tick the box on line 1 and leave the SSN field blank. You still need an active PTIN first, and Pay.gov accepts international cards for the $140 fee.
Is Form 23 used for renewal?

How do I check my application status?
Wait at least 60 days, then contact the IRS Office of Enrolment on 1-855-472-5540 (US callers) or by email at epp@irs.gov β the route for international candidates, since the number is toll-free. If you filed on Pay.gov, keep your confirmation for reference.
