Quick answer

Form 8554, Application for Renewal of Enrollment to Practice Before the IRS, renews your EA status every three years. File it online at Pay.gov (fastest) or by mail with a $140 cheque, with a firm January 31 deadline in your renewal year (the window opens around November 1). It takes about 30 minutes to complete and roughly 90 days to process.

Before You File

Form 8554 is short — the IRS estimates about 30 minutes to complete it (per the IRS Form 8554 instructions) — but it assumes three things are already in place. Have all three ready before you start:

  • An active PTIN for the current year (renew at IRS.gov/ptin — 2026 fee $18.75).
  • Your 72 hours of CE completed for the cycle (16/year, 2 ethics/year) from IRS-approved providers.
  • Your renewal window confirmed — it's set by your SSN's last digit. See our renewal guide for the schedule.

Keep your CE certificates, but don't attach them — the IRS will request them only if needed.

📌 Confirm your window's opening date

The January 31 deadline is firm, but the opening date can vary: the Form 8554 instructions say the window opens November 1, yet the IRS opened the current (SSN 4–6) cycle on October 1, 2025. Check your cycle's exact dates on the IRS EA renewal page and file early to be safe.

Line-by-Line Walkthrough

The form runs in three short sections. Everything you enter must match the IRS's records exactly, or processing can stall.

Personal information

Identifies you against your existing enrollment record — every entry must match the IRS's records exactly.

Form 8554 — personal information fields.
Field What to enter
Name Exactly as it appears on your EA licence.
SSN Your Social Security Number (or TIN).
Date of birth MM/DD/YYYY.
Enrollment number On your EA card or IRS correspondence.
Enrollment expiration The month and year your current cycle ends.

Contact information

Where the IRS sends correspondence and your new card.

Form 8554 — contact information fields.
Field What to enter
Mailing address Include city, state and ZIP; format a foreign address per IRS guidelines.
Email For IRS correspondence.
Phone A daytime number.

Continuing education certification

You certify that you've met your CE requirements for the cycle:

  • 72 hours total across the three-year cycle
  • 16 hours minimum each year
  • 2 ethics hours each year

You're attesting to completion here — you don't list every course, but you must be able to produce the records on request.

⚠️ Certify honestly

An intentionally false statement or omission on Form 8554 is a violation of Circular 230 §10.51(a)(4) and 18 U.S.C. §1001, and can be grounds for suspension or disbarment from practice. Only certify CE you've actually completed.

Online vs Paper

Online is faster for your card. Both routes cost the same $140.

Paper Mail the completed form with a $140 cheque to the United States Treasury Slower; use the Franklin, TN address below.

After You File

The processing cycle begins each November and generally takes about 90 days. Your renewed status isn't effective until the IRS approves your application and you receive your new enrollment card — so file early in the window rather than at the deadline.

📌 Checking status from India or the GCC

The IRS status line is toll-free and won't connect from outside the US. Email epp@irs.gov with your name, address and PTIN instead — this is the route for international candidates.

US callers can check status after March 31 on 1-855-472-5540 (allow 90 days after filing first).

Form 8554 FAQs

How much does Form 8554 cost to file?

$140, non-refundable, the same whether you file online via Pay.gov or by mailing a cheque to the Treasury.

When do I file Form 8554?

Between November 1 and January 31 of your renewal year, which is set by your SSN's last digit. Your renewed status takes effect the following April 1.

Do I attach my CE certificates?

No. You certify completion on the form and keep your records for four years; the IRS requests them only if needed.

How long does processing take?

About 90 days. Don't call to check status until after March 31 and at least 90 days after filing — 1-855-472-5540 for US callers, or epp@irs.gov from abroad.

What if I make a false CE certification?

It's a violation of Circular 230 §10.51(a)(4) and 18 U.S.C. §1001 and can lead to suspension or disbarment. Only certify CE you've genuinely completed.
